Recently, in the community of Lane 611, Guohe Road, Changhai Road Street, 12 new energy vehicle shared charging piles have been installed in batches and are open to residents for use.
In recent years, new energy vehicles have been deployed and developed in various cities across the country. However, old residential areas often face a 'wall' between them due to inherent shortcomings such as the lack of property rights parking spaces and the inability to install private charging stations. The community of Lane 611 on Guohe Road is in this situation.
Guohe Road Lane 611 community was built in the 1990s and is a typical after-sales public housing community. It has 786 households and 276 private cars, of which about one-fifth are new energy vehicles. Due to the lack of property rights in parking spaces, some car owners have shown their unique abilities by illegally installing charging stations or charging from home, which affects the appearance of the environment and also poses public safety hazards. Even though the neighborhood committee, property management committee, property management committee, and street management office have visited and cleaned up multiple times, they still address the symptoms rather than the root cause, making it difficult to eradicate these phenomena from the root.
'If the fundamental problem is not solved, residents in the community may not have charging stations available, and in the end, they will still find a 'wild path'.' In April 2023, Shanghai issued the 'Management Measures for the Construction of Electric Vehicle Charging Facilities in Residential Communities', supporting the community to adopt a 'unified construction and operation' model and introduce charging operators to carry out public building pile construction. The Party branch and neighborhood committee of the first residential area of Guohe Road seized the opportunity and led the convening of a meeting of the property committee, property management, and community autonomous team 'Thumb' civilization promotion team to negotiate. Yang Ming said, 'Our first consideration is to introduce this project. Can we consult in the community? After all, new energy car owners only account for one-fifth of all car owners, and other ordinary car owners or residents without cars may not be able to accept such new things.'
No matter how difficult it is, we must give it a try and solve the urgent needs of new energy vehicle owners. In this regard, the community has held multiple 'three carriage' and 'five in one' joint meetings, as well as resident representative hearings, 'thumbs up' evaluation meetings, etc., to solicit opinions from residents, achieve multi-party consultation, and jointly come up with strategies.
At the same time, the neighborhood committee combines the chaos and adverse effects of new energy vehicle charging in the community, and through community clouds, building groups, electronic screens, etc., carries out science popularization to the residents of the community, and explains the management advantages of shared charging piles, so that residents can fully understand the necessity of installing shared charging piles. During the consultation process, the community property committee and the 'Thumb' civilization promotion team collaborated with the building leader to conduct door-to-door visits and inquiries, conducting preliminary 'intention inquiries' to understand public sentiment and public opinion.
The location and pricing of charging stations in residential areas also pay special attention to details. The 'Three Carriages' contacted community police, community urban management, and implementation units, held multiple consultation meetings with resident representatives, and provided answers to the needs and concerns of the public regarding the location, price, charging form, safety measures, and other aspects of shared charging stations.
Through a series of measures, the community affairs of installing shared charging stations have gained the support of residents in the community. Recently, two batches of 12 new energy vehicle shared charging stations have been completed and put into use in front and behind Lane 611 of Guohe Road, receiving many likes from residents.
All along, grassroots autonomy has been a solid foundation for the community of people's democracy throughout the entire process. Under the guidance of Party building, the 'three carriages' work together to stimulate the enthusiasm of residents to participate in community affairs, and promote the 'small things around them' that enhance the happiness of residents one by one.
