In early April, the Rainbow Charging Station in Binjiang District, Hangzhou was listed for sale of green electricity, becoming one of the first 18 'green charging stations' in Zhejiang. These green electricity include the green electricity generated by the 'abandoned light' in Ningxia. It is reported that through the participation of State Grid Hangzhou Power Supply Company and relevant departments in the national inter provincial green power transaction, 'abandoned light' will no longer be abandoned and can be the first to successfully match 284 charging stations in Hangzhou. 'In order to promote the consumption of surplus photovoltaics by new energy vehicles, we have purchased a batch of photovoltaic green electricity from the northwest through cross provincial and cross regional green electricity transactions.' Luan Jie, Deputy Director of the Operations Department of State Grid Zhejiang Electric Vehicle Service Co., Ltd., introduced that at the beginning of this year, in the national inter provincial annual green electricity transaction, State Grid Zhejiang Electric Vehicle Service Co., Ltd. purchased green electricity from new energy power generation enterprises in Ningxia and other places through cross provincial and cross regional green electricity transactions, and will continue to purchase excess photovoltaic power from the northwest region for the consumption of new energy vehicles in the future.

It is reported that abandoning wind and solar power is one of the bottlenecks in the development of new energy sources such as wind power and photovoltaics. Due to the limited receiving capacity of the power grid, it is difficult to fully connect new energy generation with large fluctuations to the grid. In some areas with less industry and electricity consumption but more new energy generation, there will be phenomena of 'wind abandonment' and 'solar abandonment'. Therefore, as one of the first pilot cities for carbon peaking in the country, Hangzhou focuses on enabling new energy vehicles to use green electricity generated by new energy, and specifically purchases Ningxia green electricity through inter provincial green electricity trading to reduce wind and solar waste.

When it comes to why new energy vehicles are chosen as the main consumers of this batch of green electricity, Gong Chengyao, Deputy General Manager of Hangzhou New Energy Vehicle Service Co., Ltd., introduced that with the rapid development of the new energy vehicle industry, the electricity consumption of new energy vehicles has become an important module that cannot be ignored. As of the end of 2023, the promotion volume of new energy vehicles in Hangzhou was about 720000, and the charging capacity of new energy vehicles reached 1.67 billion kilowatt hours in 2023, accounting for 1.79% of the total social electricity consumption for the year.

'The balance between the production and use of green electricity is a key factor related to the stability of the power grid. The charging time of new energy vehicles is relatively free, so we would prefer to guide car owners to choose the period when the production speed of green electricity is relatively fast and the social electricity consumption is relatively low, becoming a mobile power bank that 'follows the sun to use electricity'.' Gong Chengyao said. To encourage car owners to use green electricity, these green charging stations also have certain promotional activities during the green electricity period. Recently, it has become a new trend among new energy car owners to use green charging stations to extend their car's range from 3pm to 5pm. 'Not only does it help with environmental protection, but compared to other charging stations, green charging stations are 0.3 yuan lower than normal electricity prices during this period, which is about 20% off, very cost-effective,' said Xiao Zhang.

It is reported that State Grid Hangzhou Power Supply Company, with the goal of 'new energy vehicle new energy electricity', will comprehensively survey more than 30000 public charging piles, dedicated charging piles, and more than 260000 private charging piles in the city from December 2023, evaluate the feasibility of using green electricity for various types of charging piles, and promote the participation of industrial and commercial charging piles with clear property rights and independent measurement in green electricity transactions. At present, State Grid Hangzhou Power Supply Company has preliminarily formed a work plan for purchasing green electricity for charging piles in Hangzhou, exploring the implementation path and operation plan for new energy vehicles to use new energy electricity.

The first batch of 284 green electric charging stations in Hangzhou covers multiple business scenarios, including transportation hub charging stations, new energy vehicle fast charging stations, commercial building public charging stations, and commercial complex charging stations. The distribution scope covers administrative regions such as Shangcheng, Gongshu, West Lake, Binjiang, and Qiantang. The construction of green charging stations will not stop at the initial investment of 284. 'With the landing of more transmission channels in the future, more new energy vehicles will be driven by the light of the 'Silk Road'. Through the first pilot exploration mechanism, new energy charging stations from all walks of life can also be widely mobilized to join the ranks of green power purchases, allowing car owners from all over Zhejiang to charge new energy sources.' Lu Wei, Secretary General of the Hangzhou Electric Vehicle Charging and Exchange Facilities Industry Association, introduced that in the future, green charging piles may cover the main urban area of Hangzhou, the whole city, and even the entire Zhejiang, and plans are made to make urban electric buses and other vehicles the main consumers of the late night wind power version of green power.
